Director of Stakeholder Engagement

The Center for Caregiver Advancement (CCA) is building the workforce of highly trained caregivers that many Californians can’t live without.

For over two decades, CCA has been at the forefront of an equity-driven movement for quality training and quality jobs. CCA is one of the largest providers of training for long-term caregivers in California– training over 35,000 home care and nursing home caregivers in the past 20 years. We are pioneers in home care training and are the only organization in the country to show the value of evidence-informed training programs on both the workforce population and the low-income seniors and people with disabilities for whom they care, with curriculum licensed in four other states.

Training is one piece of a large, complex system of long-term care. Still, we know from our long history in the field and studies of our impact that training can lead to higher rates of retention and quality care because caregivers have the knowledge and confidence to be successful in their jobs. With the vast majority of caregivers being immigrant women of color who live in under-invested communities across the state, we meet them where they are - providing training in six languages.

CCA develops quality training programs for both IHSS home care workers and Skilled Nursing Facility workers. We have a deep partnership with SEIU Local 2015 - the labor union that represents IHSS and SNF workers across California. Our Labor Management Training Partnership for nursing home workers is grounded in partnership systems in which skilled nursing facility employers collaborate with SEIU Local 2015 in order to benefit the workforce and provide higher-quality care to residents through high-quality courses, certifications, and apprenticeship programs.

Salary Range: $ 100,000.00 - $120,000.00

Schedule: Monday to Friday

*Travel to the Los Angeles area for in-person meetings will be required approximately 12 times during the year.*

Position Overview:

The Director of Stakeholder Engagement is a key leadership role at the Center for Caregiver Advancement (CCA), responsible for overseeing outreach, recruitment, enrollment, and stakeholder engagement to ensure the success of In-Home Supportive Services (IHSS) and Skilled Nursing Facility (SNF) training programs. Reporting to the Chief Program Officer (CPO), the Director plays a strategic role in partnering with union representatives, employers, funders, and other stakeholders to advance workforce development initiatives.

The Director works closely with education and program teams to ensure students receive necessary support, monitors program completion and graduation rates, and maintains strong partnerships with labor, management, and funders.

Key Responsibilities:

  • Responsible for directing outreach efforts, assessing recruitment, enrollment and stakeholder engagement needs to ensure IHSS and SNF program objectives are met.

  • Lead department by partnering to hire, directly supervise and manage performance for SNF and IHSS Outreach Managers, coaching Outreach Managers in their recruiting, hiring, supervisory and performance management roles

  • Drive and participate in “in-person” recruitment and program promotion by attending skilled nursing facilities, homecare employer events, staff meetings, and department huddles.

  • Develop, implement and maintain the highest standard for student, employer and union outreach by developing and communicating clear expectations to the Outreach team in order to meet the needs of stakeholders, including documenting best practices Standard Operating Procedures to ensure all enrollment, recruitment and stakeholder engagement processes are current and effective.

  • Direct outreach efforts staff by modeling behavior, providing clear goals, determining staffing plans for programs and geography in conjunction with Program Directors, coaching team to improve performance, including creating written scripts and role plays to ensure student success.

  • Develop and communicate clear expectations to the engagement team to meet the needs of labor, management, funders and students to ensure successful program outcomes.

  • Monitor program completion rates, retention rates, and graduation rates to achieve monthly, quarterly, and annual goals.

  • Conduct meetings and presentations on IHSS and SNF programs to stakeholders to promote active participation in IHSS and SNF programs and engagement of labor, management and students.

  • Partner with CCA & Education Fund leadership, SEIU 2015 leadership, employers, vendors, and trainers to identify training needs, establish and cultivate working relationships with key union and management representatives, and other stakeholders as required.

  • Work closely with Learning & Instruction and Program teams to ensure members receive all benefits and program support.

  • Coordinate with the senior leadership team to implement CCA strategic plan, aligned with best practices in relationship building, enrollment and recruitment methods.

  • Maintain consistent and regular communications with the CEO & CPO on progress of employer relations and student enrollment & outcome goals.

  • Work in conjunction with Program Directors to develop and provide various reports for the CEO, CPO, Board, to support a wide variety of functions, including bargaining, proposal development, program outcomes.

  • Work in collaboration with Program Directors to ensure secure collection and storage of student information, ensuring data analysis of outcomes are built into design for both internal purposes and for our research partners, adhering to confidentiality guidelines and ensuring accurate student, employer and stakeholder files for SN, Education Fund and other funder systems.

  • Manage department budget aligned with Program goals to ensure efficient and accurate use of funds.

  • Represent CCA at external meetings, including speaking engagements.

  • Monitor trends and changes to the long-term care and healthcare industry in California and nationally.

  • Perform other duties as assigned.

Qualifications

  • Bachelor’s degree in a related field; master’s degree preferred.

  • Bilingual preferred, but not required.

  • Minimum of five years’ experience focused on relationship building and recruitment, particularly within adult education settings. Experience with registered apprenticeship programs is highly desired.

  • Minimum of five years of experience leading large teams and working collaboratively across departments. Proven ability to develop and implement strategic campaign plans, with a strong track record of working independently and in team settings. Experience launching pilot programs and building program infrastructure is a plus.

  • Familiarity with the Skilled Nursing Facility environment and labor-management partnerships strongly preferred.

  • Excellent verbal and written communication skills, including the ability to foster a cooperative atmosphere in a diverse community.

  • Highly organized, systemic thinker with strong management and multi-tasking skills. Exhibit collegiality and diplomacy within a team environment, display good work ethics, and a mature understanding of cultural diversity.

  • Demonstrate compassion, competency, and professional accountability for interactions with consumers, stakeholders, colleagues, and others.

  • Proficient in Google Workspace applications and MS Office applications and familiarity with databases, CRMs, Salesforce, and LMSs.

  • Must reside in California and be able to travel within California; reliable transportation is required.
